The WFP, the GOP, Wiltshire and Gordon

GORDON

Guess I better get caught up on what is turning out to be a wild year in the City of Troy.

-As expected, Councilman Jim Gordon, R-District 1, got the GOP Selection Committee’s nod. That recommendation now goes to the full committee, which is also expected to approve his nomination. If recent history is any indication, he will also have the Conservative and Independence Party lines.

-The Working Families Party is holding a press conference Monday (May 4) to announce at least a partial slate of candidates. As expected Council President Rodney Wiltshire, D-At Large, will head up the ticket. Other incumbents include, as expected, Democrats Anastasia Robertson in District 2 and Bob Doherty in District 4.

WILTSHIRE

Also slated to speak at the press conference at the top of The Approach is Peggy Kownack, A Democrat running for an At Large seat. Anasha Cummings, who had one of the corniest press conferences in recent memory to announce his bid for an At Large seat, is not listed as a speaker but he was out of town and is expected to run with WFP support.

Others in this year’s lineup include District 1 candidate Jessica Ashley, who served on the Council in the early 2000s and who ran in 2013 on the Green Party line, and District 5 candidate David Bissember.

KOWNACK

The WFP is going to be a major player. If the status quo holds true there will be a three-way primary for the all-powerful Democratic Party line with Patrick Madden getting the party proper support (that of Rensselaer County Chairman Tom Wade and company) and newcomer Ernest Everett also running.

That means even if Wiltshire loses the primary he will still be the WFP candidate on the general election ballot in November. If Wiltshire wins the primary, however, it could be the end of the Democratic Party hierarchy as we know it.

-The same could apply for the GOP with Carmella Mantello all but announcing her candidacy for mayor. She said she is starting her own line – Keep Term Limits in Place – so if she loses to Gordon in the primary she will be on the ballot. If she beats Gordon, he will still have the I and C lines and still be on the ballot.

-While it doesn’t seem likely any candidate would wage a serious run on the I or C minor party lines the WFP can and have rallied the troops and could use Wiltshire’s campaign to make their every increasing influence all the more significant.

-The Wade Democrats will likely not endorse Doherty in 4 or Robertson in 2 and it’s still unclear who they have to run for those seats.

DOHERTY

-Incumbent At Large Councilwomen Lynn Kopka and Erin Sullivan-Teta – both Wade Dems – have not announced their intentions but it would be surprising if they don’t run again. Especially given this year’s wild dynamics and the fact they are loyal to a party that needs them.

-Former Councilman Mark McGrath announced he is running for his old seat in District 2 and the enrolled Conservative will get the Wilson Pakula from the GOP. It’s not clear if the Wade Dems will challenge Robertson or not.

-Gordon can’t run for his District seat and for mayor and the neither Wade Dems, the Wiltshire Dems nor the GOP have not announced a candidate in District 1.

KOPKA

-Republican Dean Bodnar is running for his fourth and final term and the Dems – both Wade and Wiltshire camps – haven’t said anything about any opposition at this point in time.

-The Wade Dems will likely find someone to run against Doherty in 4.

-The GOP will find someone to run in 5 and the Wade Dems might too.

-District 6 is wide open.

MADDEN

-One more thing … word is Madden might be getting cold feet and who can blame him. Politics has always been called a “blood sport” in Rensselaer County and this year the metaphor could cross the line into the literal. And, the surviving candidates will have to deal with a multi-million deficit, six unions without contracts, likely indictments from a grand jury and that’s including all the other stuff like a crumbling infrastructure, racial tension, crime, arsonists, an eclectic electorate with a host of different needs --- and as sure summer is here now winter will come back and some pipes will surely freeze.

The smartest guy of the whole lot is Mayor Lou Rosamilia who opted to not run again.   

Peggy Kownack is running for Troy City Council.

KOWNACK

Longtime activist Peggy Kownack is throwing her hat in the ring for an At Large seat on the Troy City Council.

“I've submitted my resume for consideration as a candidate for Troy City Council At-Large to the Democratic Party and am waiting for an interview to be scheduled,” said Kownack, who is a regular attendee – and vocal participant - in nearly every Council meeting.

She said she was also contacted by people in the Working Families Party to run on their line as well.

Kownack is involved in a number of civic organizations and activities, most notably breathing new life into the Troy Central Little League.

While Kownack is a longtime enrolled Democrat, the fact the WFP approached her too is telling.

Council President Rodney Wiltshire announced he is running to replace Mayor Lou Rosamilia, who opted not to seek a second term, but he does not have the blessing of the Democratic Party proper, namely Chairman Tom Wade. He does, though, have strong support within the WFP.

WILTSHIRE

Wiltshire said he too will send a resume and interview in front of the Democratic Party committee. There are some Wade Dem – I call them “Wade Dems” for the sake of clarity - names out there like Legislators Ed Manny and Cindy Doran, but no one other than Wiltshire has formally announced. Wade and Wiltshire, during individual appearances on TALK1300 said they are each prepared to primary.

While the mayor’s race will get most of the headlines – especially this year when there is a good chance of a GOP primary as well – all nine Council seats are also up for grabs.

Right now, on paper, the Democrats have a 7-2 majority. But, the real majority is an odd coalition of four Democrats – Wiltshire Dems - and two Republicans with three Democrats who remain loyal to the party left out of most, if not all, of the decision making.

WADE

It will be interesting if Wiltshire and the WFP can fill an entire slate to run against Wade Dem candidates or if they will target only certain seats.

Unlike Wiltshire, the other two At Large councilmembers – Lynn Kopka and Erin Sullivan-Teta – are Wade Democrats and it’s unclear if they will run again, if the Wiltshire Democrats will put up two more candidates or who the GOP will get to run for the three seats. It’s also not known if the Democrats will put up a third candidate to join Kopka and Sullivan-Teta on the ticket.

(As an aside, Kownack might be running with the Wiltshire Dems but she is far from likely to toe anyone’s line. We'll talk to her about it this Saturday on Talk1300.)

BODNAR

Here is a cursory look at the rest of the Council:

-In District 1, Councilman Jim Gordon, a Republican, has all but announced his intention to run for mayor - he is even holding a fundraiser on April 21. While it might be the only GOP stronghold in the city, people in the ‘Burgh will cross party lines for the right candidate.

-In District 2, Councilwoman Anastasia Robertson, a Democrat, is in Wiltshire’s camp and former Councilman Mark McGrath, an enrolled Conservative who ran with GOP support, is likely to run for his old seat. It’s not clear if the Wade Democrats will challenge Robertson.

DOHERTY

 -In District 3 incumbent Dean Bodnar, a Republican, has two more years before he is term limited out. Bodnar is a Republican but he is more independent than a party loyalist. With chaos running rampant across the ballot this year, it would not be a surprise if everyone just leaves Bodnar alone and focuses their fight in other areas.

-In District 4, Councilman Bob Doherty, a Democrat, is squarely in the Wiltshire camp. The district heavily favors Democrats so it will be interesting to see who the Wade Dems put up.

-In District 5, Councilman Ken Zalewski is term limited out. He is one of Wiltshire’s biggest supporters but all three factions – Wade Dems, Wiltshire Dems and the GOP – have a shot at this district.

-In District 6, Councilman Gary Galuski is also term limited out. He is a staunch Wade Dem but like District 5 it’s a toss-up.

One sure is it’s going to be a fun year in the Collar City.  

UPDATED: Premo to Mayor Lou: Go back to Kindergarten

Here is an email exchange that started with Councilman Bob Doherty, D-District 4, first criticizing the attorney for Chief John Tedesco, Brian Premo, for coming on my show Sunday and then criticizing the chief for being less than gracious with Mayor Lou Rosamilia for giving the chief his duties back.

I won’t defend the radio show or the station but anyone at any time is welcome to come on my show or call in on Sunday from 10a.m. to noon.

While Doherty may have been well-intentioned in his email, it’s evident – as I wrote – that Premo and the chief will not let bygones be bygones and are taking any chances on what the future may bring just in case the future does include another police commissioner.

In other words, Premo pulls no punches and the funniest part is when he implies Rosamilia should go back to kindergarten ... or even pre-K.

Nice letter in the Record today about Police issues by Kimberly Mazor.  

Brian Premo is on Franco this morning. I hope the comments critical of Lou Rosamilia will be gone.  I was disappointed the Brian continued to review the old conflict in the press as the Chief was getting the reins back.  Conflict between the Mayor and the Chief is well known own and I hope resolved, given the recent direction of restoring full leadership to him.  I'm not sure a politicized talk show is a good venue for the Chief's advocate.

There has been a run discord fueled hyperbole on that station that seems to include denigrating a memorial because it was referred to as a "Celebration" and accusations that people were naked at the event of Jan 25th.  Makes no sense to fuel public anxiety.  The PBA member who loudly called the African American Pastoral Alliance a "Clown Circus" is of the same unhelpful position.

References to the KKK in discussing the Kokopellis event serves to reinforce defensiveness can contribute to dismissal and distraction.

Ever heard of the Four agreements?

I send this welcomed response on behalf of Chief Tedesco, who is presently on vacation.  It is a communication concerning impending litigation as all past correspondence.  

Firstly, Councilman Doherty's comments are as offensive as those recently made by the Mayor and Mr. Magnetto concerning the many issues pending.  

Secondly, it is hoped that my recent statements have made clear Chief Tedesco's position: a resolution of his claims requires the execution of a Settlement Agreement which includes an enforceable term that no further action will be taken by the Mayor, any City Council member or other city official to cause his unlawful political discharge, usurp his authority or duty, or create a hostile work environment in violation of the City Charter, NYS Civil Service Law, and/or the U.S. Constitution.  

Thirdly, the violation of his rights does not concern an "old conflict" simply to be forgotten (see quotes below about hypocrisy).  In short, the issue has not been resolved simply because Chief Tedesco has successfully turned public opinion against Mr. Magnetto, the Mayor and the Administration through discussion of the facts and truth of the matter.  Nor has it been resolved because the Mayor was unsuccessful in his attempts to appoint a Public Safety Commissioner (or unlawfully appoint another Police Commissioner) to continue the effort in violation of Chief Tedesco's rights.  

Fourthly, any Agreement in settlement of Chief Tedesco's claims must be premised upon the fact that the Mayor unlawfully appointed Mr. Magnetto to usurp his authority and duty to institute police department policies and rules dictated by the PBA President, which they both tacitly admitted in recent public statements.  However, although not surprising considering his previous admission to Chief Tedesco that he did not want to vote for the appointment of Mr. Magnetto but "had to support the party line", Mr. Doherty's comments make clear that he now wants to ignore the fact that Mr. Magnetto's appointment was unlawful, that Mr. Magnetto usurped the unlawfully authority and duty of Chief Tedesco, that Mr. Magnetto countermanded Chief Tedesco's established policies and orders to implement those dictated by the PBA President at the direction of the Mayor, that the Mayor and Mr. Magnetto treated Chief Tedesco in an hostile, unprofessional, and undignified manner in denigration of his rights, and that the violation of Chief Tedesco's rights have caused him damages that must now be remedied.  

Fifthly, Mr. Doherty's comments do nothing to remedy the past violation of Chief Tedesco's rights or ensure that no similar action will be taken against him in the future, which come only by way of enforceable Settlement Agreement.   

I will send a related letter to members of the Council and others discussing the matter as soon as practicable.

In closing, since the issue concerns the remedying of rights violated by the unlawful acts of those who clearly have not followed The Four Agreements, I must say that I find the following quotes to be appropriate to the matter:

Mr. Premo,
   I did not address any correspondence to you and will not continue argumentative correspondence with you.  I wish to correspond within the Council, Public Safety Committee and when appropriate, the Administration without your input or response.  Although you have a client among the addressees, I do not think that gives you entitlement to participate in our correspondence.
   To the other addressees: I had asked and was told that the restoration of the Chief to full responsibilities was accomplished and accompanied with his clear understanding of the Mayor's authority and role..  There is some irony that in an article where the Mayor choses to restore full authority to the Chief, the Chief's advocate is attacking the Mayor's allegedly poor decisions.
   At these times of focus on Public Safety, continued arguing is unseemly and undermines our ability to come together.  I was also told by council advocates of the Chief that he was quite willing to proceed to work with us all. I find it tiresome to be giving energy to this past conflict or such personalized responses from outside sources.  I also think it important to get on the team or off the wagon. "To give orders you need to take orders" was something I was told a long time ago. Bury the hatchet and drive the bus.
The Public Safety Committee was a strained activity for the Chief and the Committee in the last term.  I do not intend to repeat a conflict process.  As far as I know, neither does the Chief.

The correct agenda, email fun and the minority gets an attorney (UPDATED)

It has come to my attention the wrong agenda was actually sent to City Clerk Karla Guererri by Council President Rodney Wiltshire so she went ahead and sent it to the entire Council, as is part of her job. (I initially blamed Guererri for sending out the wrong agenda and then was told it should have been sent to Wiltshire for approval before the entire Council. Then I was told Wiltshire sent it to her with the expectation of sending it to the Council. I'm not sure where the wires got crossed but the fact remains the Council got the wrong agenda.)

This morning, while trying to correct the post I wrote last night on the wrong agenda, I inadvertently deleted it in Blogger and did not have time to go back and modify the original in Word before going on the radio. Anyway, more on that later since the committee chairs really did not change at all. 

 A couple things stand out in the correct agenda: One is the Council is poised to hire an attorney for the two-member minority at a cost of $15,000; the second is the appointment of Lucille Taylor as deputy city clerk, which has at least one member projecting possible ulterior motives.

I’m not sure who Taylor is, but Councilwoman Lynn Kopka, D-At Large, who used to be president, sent an email to former Councilman Mark McGrath, R-District 2, stating that she is a friend of Councilwoman Anastasia Robertson, D-District 2, and the appointment was a way for Council President Rodney Wiltshire to buy her off.

“I think a friend of Anastasia – bought off with the appointment??,” Kopka (pictured right) wrote in an email that can be seen below. She then wrote to someone, likely Guererri, that Taylor’s voting records should be checked and gave her address. Kopka and McGrath - or at least McGrath - also had a laugh over Taylor’s resume, which can also be seen below. Others on the Council who got the wrong agenda reached out to Wiltshire too with a sense of bewilderment.

Also, the deputy city clerk position and its $40,000 salary were initially supposed to go to Lou Schneider, the assistant city clerk who makes $27,835. Schneider, who was recruited by county Democrats to run for Legislature, will remain in his current position at his current pay.

One last thing on Guererri, she had a rough start but things have been going pretty smooth of late and her not getting re-appointed has nothing to do with job performance and everything to do with politics since she is Kopka’s girl, and Kopka is Rensselaer County Chairman Tom Wade’s girl. Council President Rodney Wiltshire, however, isn’t anyone’s house … .

Politics also brings us to hiring an attorney, Kelly Cramer, for the two-member minority caucus at the same $15,000 rate as that of the attorney for the seven-member caucus, Joe Laccardi. The idea has been talked about every two years since Republican Carmella Mantello was the vocal opposition representing District 3 some dozen years ago but the majority of either party never granted the request.

It was never granted for two reasons: one, politics 101 dictates the object of the majority is to keep the minority in the minority; and two because the charter had said the Council’s attorney represents the entire body and not just members of one party. Of course, the attorney was invariably a friend of the majority so it never worked out all that well and I can see the rationale.

The differences now in Troy are twofold: The minority and majority don’t fight with each other but members of the majority are waging war amongst themselves; and the charter was changed in 2009 calling for the hire. Though, this is the first year it followed through.

In other words, it’s $15,000 of your tax money to hire an attorney for two members of the panel Councilmen Jim Gordon, R-District 1, and Dean Bodnar, R-District 3, who seem to be getting along just fine with the other seven and even got committee chairmanships. In the end, Robertson is the only one who opted not to take a chairmanship. 

Also, according to the correct agenda, Matthew Waite will replace Lucy Larner as legislative assistant at a salary of $10,000.

Back to the top, according to the wrong agenda, Councilwoman Erin Sullivan-Teta, D-At Large, (pictured right) did not head up the Human Resources Committee. Rather, it went to Councilman Ken Zalewski, D-District 5 (pictured above.) In fact, Sullivan-Teta did not chair any committee.

That, of course, in my conspiracy theory driven brain, led me to believe that Wiltshire was “punishing” her for siding with Kopka. While it may have been wrong, it would have been a whole lot more fun if it were the right one.

The Council meets Thursday for its organizational meeting and then its first regular meeting with Wiltshire as president.
