Legal documents related to Scolite sale


As the Council prepares to vote on the deal to sell the Scolite property to RJ Valente, here are a couple legal documents that are of interest.
First is the letter by the city answering concerns raised by one of the companies – a conglomerate that includes local businessman Don Fane - that was not awarded the bid. The concerns raised include items the city would provide the winning bidder including a new access road, additional land and the ability to get a license to operate the land prior to the sale’s approval by the state Legislature.
The second is what amounts to a home rule message that is now before the state Legislature sponsored by Sen. Neil Breslin in the Senate and Assemblyman John McDonald in that chamber. It’s interesting in that it requires the city to either replace the waterfront land it wants to sell or invest a dollar amount equal to the fair market value of what the Scolite property is worth.
After some last minute dancing around that included amending the ordinance, pulling it off the agenda to putting it back on the agenda, the last I knew the Council was going ahead with the vote. Should be interesting.

  1. Tom Kenney is Tom Wade, all the more reason for the FBI to investigate. Question is why is the Mayor allowing the contractor Mr Valente to dictate what will happen tonight.

    1. Tom Kenney responding tells me Tom Wade is up to his eyeballs in this deal. Tom Kenney either did not understand the issue or did not care. The RFP only called for a purchase. The amount of the down payment is not the issue. How the project is funded is the issue.

  2. Remember Troy in the late 80's early 90's nothing compared to today.

    Troy's falling apart Now the city can't maintain sweepers or a street cleaning program. Granted DPW trucks take a beating but no one's accountable. Since my street is usually week 7 or 8 it will be late June when I get the sweepers for that one special moment a year.

    How about the Squad thought Heavy Duty Fire Engines are capable front line 20 years. 2 older ALF pumpers circa 1998-1999 at station 1 & 3 not being replaced and used reserve before the Squad 2003? It seems logical to replace oldest when these machines cost 800,000 +.

  4. Zalweski said the NYS Senate and Assembly already have bill numbers for the Home Rule Message. How can that be when the Troy City Council has passed no Home Rule Message. Corruption at the state level regarding Scolite!

  7. What the hell was Kenney thinking? No depth of knowledge on the Scolite issues. RFPs also cover the purchase of surplus city property. This seems like a letter to cover Wade's cronies voting for the project regardless of the overwhelming facts.

  9. As far as bad council presidents --Rodney, Campana, Marge, & Bauer were all pretty lame, in their own special way. LaPosta, Beth Walsh & Harry T were all very good ones in my opinion.
