Sources: Murder suspect turned himself in, confessed and then released

       According to sources, one of the suspects under indictment for the murder of Al and Maria Lockrow turned himself in and gave a statement confessing to the crime. But, because he was not read his rights at the time, police had to let him go and he wasn’t officially arrested until some 12 hours later.
 
A Grand Jury indicted Jacob Heimroth and Daniel Reuter on 19 charges in relation to the Aug. 20 brutal beating of the popular Lansingburgh couple. They are slated to be arraigned on Monday in Rensselaer County Court.
First, Reuter called police and told them about the crime and the location of the Lockrow’s Ford Escapade SUV that was stolen from their home by the murderers. It was found shortly thereafter in a Columbia County field. It had been lit on fire and severely burnt so the car offered little to investigators. On Sept. 1, Reuter physically went to the police station and gave a written statement.    
Police, however, had no choice but to release him because he was not read his Miranda Rights – which, among other things, advise suspects of their right to silence and to an attorney. Sources say the detectives were afraid that if he was officially read his rights, he would not have been as forthcoming with his statement that included confessing to getting high on drugs and alcohol and beating the couple to death. He also named Heimroth, who did not confess and who has been less cooperative than Reuter, sources said.
If police didn’t let Reuter go at that time, the statement could have been thrown out if the case goes to trial. But, since they let him go he was not in custody, the statement is considered voluntary and has a much better chance of being admitted as evidence.

On Sept. 1, after Reuter was released, his aunt Sue Ann Ringwood attempted to set up a meeting between police and Reuter and Heimroth, but the two didn’t show. Reuter was arrested some 12 hours later in Schenectady and Heimroth was arrested later that evening in Troy.
According to sources, Reuter told police he was splitting time between his mother’s home at the Lansingburgh Apartments where Ringwood also lived, and sleeping in a tent near the Lockrow’s home on First Avenue. Ringwood was a clerk at the OTB in Lansingburgh, a betting establishment frequented by Al Lockrow. She has since been transferred to the OTB East Greenbush branch.
Al Lockrow and Ringwood had been close friends for years. She was questioned at least twice by police.
Ringwood is from Columbia County as are Reuter and Heimroth.
Sources say after the murder and before burning the car in Columbia County, the two went to the home of the girlfriend of the brother of former Troy Police Officer Michael Johnson. Hudson police arrested her in March for possession of heroin while she was in a car Johnson was driving. Johnson was suspended for 30 days for that incident but did not face any criminal charges. He later resigned as an Internal Affairs investigation proceeded and has since been arrested for an unrelated burglary.
The name of the woman whose home Reuter and Heimroth went after the murder could not be determined Saturday but sources did say she is cooperating with authorities.  
It’s unclear what time Monday the two will be arraigned.

    1. so let me get this straight 7:02, they had to release him because they mess up in the first place by not reading the guy his miranda rights when he is about to confess to MURDER and then, they decide to release the MURDERER back into society because they are afraid the confession would be thrown out? so they are more afraid about covering up their initial mistake of not mirandizing the guy than they are of the guy killing someone else upon his release (knowing he just confessed to two murders). holy crap this is a disaster. please franoc, find out who made the decisions not to mirandize the guy and then who made the ultimate decision to release him.

  15. Ms. Ringwood should be removed from capital district OTB payroll, then arrested for opening her mouth. I very much doubt that Mr. Lockrow went around telling everyone about his winnings. If Ms. Ringwood kept her mouth shut, Al and Maria would still be alive today. Ms. Ringwood should be ashamed of herself. Being transferred to East Greenbush OTB is just the beginning, termination comes second, prison comes third. This is what happens when CRACK is involved. OTB, please give her a drug test. She's just as guilty as her nephew and the other deadbeat who committed this horrific crime! rip Al & Maria!!!

  17. its a calculated move, you bring him in for questioning with the expectation he can leave at any time and is not under arrest, he starts to confess, you Miranda him, he asks for a lawyer, you cant question him anymore! Troy pd already lost a murder case by questioning a suspect after he asked for a lawyer. You let him make a voluntary statement, release him and pick him up 12 hrs later on a warrant signed by a judge. Its the only way to handle it, do u think they didn't have a tail on him for those 12 hrs? Good job TPD!

    2. forget miranda - they let a man who slaughtered two people back out on the street! and why, because they did not read him his rights. and what's their solution, to pretend he is not in custody by releasing him for a few hours with a bunch of detectives tailing his every move until they arrest him a little later that night. yeah, good luck with that one.

After the blunder they were ordered by Deputy Chief McAvoy(the only competent chief there) to track down the murderers and arrest them. The idiots were pissed off that McAvoy was calling the shots and giving them orders.

  37. I have had the honor of protecting and serving the citizens of Troy for a great many years. I am proud to be a Troy Police Officer. Over the past year or so, I have become saddened as I witness our Chief continue to mislead the public. Chief Tedesco has addressed the media countless times. He has addressed the City Council several times regarding public safety issues. I have on many occasions witnessed Chief Tedesco outright lie to the media and City Council. Last week when Chief Tedesco told the media and citizens of Troy that he was increasing the number of police officers on the street I was to say the least excited. After a day or two of reporting to work, I quickly realized the chief lied to the public. He did not increase patrols and he never had any intention of doing so. Up until now I had not addressed this issue with anyone for fear of retribution from the Chief. I have a sick feeling in the pit of my stomach everytime I put my uniform on and report for duty. I work for a decieving chief who continues to misrepresent himself in an effort to take the pressure off. I am not alone. Most of my fellow officers feel the same way. We are afraid to come forward and show the public our chief is lying to them. We cannot go to the Mayor because he appears to believe the chief. My whole adult life has been as a Troy Police Officer. I am now in my fifties and feel ashamed of myself for not coming forward and exposing the lies and disgusting occurrences at the TPD. As I write this, I am preparing to throw away my career and do the right thing and expose all of these transgressions knowing that I will be forced to retire and find another way to support my family.
