Ethics Committee to look into Dhoerty's SLA visit

The city’s Ethics Committee will send out notices indicating that it will begin a “preliminary investigation” into Councilman Bob Doherty’s decision to join the owners of Kokopellis when they appeared in front of the New York State Liquor Authority.
Co-Chair John Cubit said the notices - which will go to Doherty, other Council members and Mayor Lou Rosamilia – are necessary because Doherty is an elected official. Once notice is given, the committee will determine if Doherty violated any laws by showing up in person to support Barry and Joe Glick.
Specifically, provided the preliminary investigation determines there is enough information to proceed with a full blown investigation, the committee will look into whether or not there was a conflict of interest in Doherty, as an elected representative, advocating for an entity that has business before the city in front of another governmental body.  There are both state law and sections of city code that deal with conflict of interest, Cubit said.
Doherty chairs the Public Safety Committee. He hosted a forum last week following a protest march lead by Rev. Willie Bacote. It was well attended and emotionally charged as more than a dozen speakers complained about widespread police brutality was in the Collar City. Another meeting is slated for Wednesday when the Police Chief John Tedesco will speak as will other police supporters.  

The Ethics Committee is co-chaired by Cubit, Rev. Eric Shaw and members include Kim Mazor, Norris Benbow, Larry Ellis, Corey Jamison and Ruth Bennett.
The committee is slated to meet on Feb. 20 but the notices can go out at any time, Cubit said. He was unclear if the committee will call a special meeting prior to that.
 The Glicks were called to the SLA to give their side of the story regarding a melee at their club on Jan. 5. Police were called at 2:37 a.m. by two callers on 911 that stated there were “hundreds” of people fighting in the bar. Police entered the bar 10 minutes later and surveillance video shows the crowd gathering coats and leaving in an orderly fashion. Minutes later, as police were arresting Roshawon Donley surveillance and cell phone video show the 25-year-old getting hit with a nightstick and chaos ensued.
In all, police arrested four other people for a variety of infractions from harassment, disorderly conduct and resisting arrest. Eight officers were injured, six required treatment at the hospital.

  3. I would love to know which section of the ethics law was allegedly violated. Doherty has no financial interest in the business and he was not representing the business in front of the city. Seems to me that people are using the ethics board for a political witch hunt. Rev. Shaw should know better.

  5. Mike Hayner made $105,000.00 last year. That's $2000.00 a week. Take a look at your city. Take a look at the snow removal. Take a look at Stewart from 9am to 10am. He made $10,000.00 more than the mayor. He made $20,000.00 than the Dept Mayor. He made $20,000.00 mor than 90% of the police and firemen in Troy. He has announced he will be leaving in January 2015. He will make at least $105,000.00 in 2014 that will make his average pay the last 3 years at $105,000.00 which will determine how much we the property owners in Troy will have to pay him for the rest of his life plus Heath care. Who's watching this overtime? Who says yes go in and unlock a door check a light bulb turn an alarm off? This has got to end.

When is enough enough? $85,000 for a BS lawsuit and now $39,000 in OT for sitting in your offices telling you how wonderful things are. Between Fitzy and Captain Buchannon how many arrests did they make in the last year, probably not 4 between them. Where was the benefit to the taxpayers? Lou, you should be ashamed at the job you're doing (not doing). No leadership at all. I'd say that about Pete but he's incapable of shame.

  11. Just turned the Olympic on and I thought my god Fitzy working overtime doing security in Russia but it was just scatter Scott Hammill. I could tell because Scott Hammill was more masculine and I'm sure has had more men in cuffs in the last three years than Fitzy.

  14. They can take a look at Rodney he showed up to 2 ZBA meetings to speak against a proposal to put up some solar panals...Rodney spoke against putting in the panels and there is a section in the ethics rules saying elected officials cannot do this.But why start doing the right thing now ?

      D. Representation. An officer or employee of the City of Troy shall not represent any other person in any matter that person has before the City nor represent any other person in any matter against the interests of the City.
      E. Appearances. An officer or employee of the City of Troy shall not appear before any agency of the City government, except on his or her own behalf or in connection with his or her City office or employment or on behalf of the City.

      As long as he was speaking for himself and not as a councilperson, no laws broken. Please read the damn laws before you mouth off

If that were true, you'd have councilmembers entering into contracts with the city and claiming "hey, I wasn't a councilmember when I signed that contract... I was just a business owner! No conflict, I promise! Cross my heart!"
